Of the four Ss he identifies, for me the most important but also possibly the hardest is the first – strategic importance to the occupier. One part of strategic importance (although only a part) is a building’s location. And for that location to satisfy other Ss such as safety and sustainability the relevant building needs to integrate with a wider community. This is where our planning authorities have a unique role and also have the requisite powers. If only they had the resources they need fully to exercise those powers.
