Are some Boroughs not pulling their weight?

This article highlights the discrepancies between planning approval rates across London.  On the one hand it will prove essential reading for developers deciding where best to invest in development in the capital.  Why take a risk seeking permission in an area where the authority has a proven track record of refusal and indecision?   On the other, this is surely a cause that the Mayor of London needs to take up in order to ensure his challenging housing numbers are delivered throughout London.  

And also - it it possible to drill down into the figures a bit more?  Which authorities actively negotiate schemes to get them approved; which ones automatically rubber stamp or reject; and which ones encourage the tactical withdrawal and resubmission of schemes in order to boost their approval statistics and handling times?
