For once the Government seems to have been able to respond quickly to a proposal that has caught the popular mood. As soon as the Prime Minster had announced the plan to scrap the cap on local authorities borrowing on the value of their housing revenue accounts, there was already a queue of eager applicants. It now looks like the new rules may be in place only a month after the initial announcement.
