At last the Government has caught up with everyone else's thinking in scrapping the borrowing limits that have prevented local authorities from building homes. Of course this is only a small step. The effect of the cap, coupled with austerity cuts, has meant that most authorities have lost their in-house capacity to deliver new homes. Inevitably therefore the success of the policy is going to involve some reliance on private sector expertise. But its definitely a step in the right direction.
