As someone who reads and reports on a lot of planning permissions I can only welcome any initiative that will lead to the reduction on pre-commencement conditions. Steve Quartermain's letter points in that direction. But let us hope that it does not lead to even greater delays in planning applications, if authorities start to insist on dealing with the same matters before permission is even granted.
